By end of Tuesday, February 02, 2016, LCC has reported a fall of 65 martyrs including 8 children, 6 women, and 1 under torture.
‎Aleppo 28 martyrs , most of them passed away in the ****ling on #‎Haian and #‎Andan, in addition to many unidentified martyrs stuck beneath the rubble, 10 in #‎Damascus_and_its_Suburbs, 8 in #‎Daraa, 7 in #‎Homs, 6 in #‎Idlib, 3 in #‎DeirEzzour, and 3 in #‎Hama.

مع انتهاء يوم الثلاثاء 2 /2/ 2016 استطاعت لجان التنسيق توثيق 65 شهيداً في سوريا بينهم 8 أطفال، 6 سيدات وشهيد تحت التعذيب.
28 شهيداً في #‏حلب معظمهم قضوا في القصف الروسي على #‏حريتان و #‏حيان و #‏عندان بالإضافة لعدد كبير لم تصل أسماؤهم بعد ومازالو تحت الأنقاض، 10 شهداء في #‏دمشق وريفها، 8 شهداء في #‏درعا، 7 شهداء في #‏حمص، 6 شهداء في #‏إدلب، 3 شهداء في #‏ديرالزور، 3 شهداء في #‏حماة.

La fin du mardi 02 Février, 2016, LCC a fait état d'une chute de 65 martyrs, dont 8 enfants, 6 femmes et 1 sous la torture.

المشهد المحلي:
• حذر وفد المعارضة السورية إلى مباحثات جنيف من أن هجوم عصابات الأسد على حلب وريفها يهدد المباحثات الجارية، وطالب المجتمع الدولي بالتدخل لوقف المذبحة والبدء بالتنفيذ الفوري لقرار مجلس الأمن رقم 2254 المتعلق بالنواحي الإنسانية، وفي مؤتمر صحفي عقدته المعارضة في جنيف، قال المتحدث باسم الهيئة العليا للمفاوضات المنبثقة عن المعارضة السورية رياض نعسان أغا إن نظام الأسد وروسيا وإيران يشنون حملة من القصف والقتل العشوائي على حلب وريفها وعلى نحو لم يحدث طوال الخمس سنوات الماضية، وطالب آغا المجتمع الدولي بتحمل مسؤوليته، موجها صيحة إنذار للمجتمع الدولي ليقف في وجه النظام، واعتبر أن تصعيد النظام إما استهزاء بما يحصل بجنيف أو عدم احترام للاتفاق الدولي بشأن بدء مباحثات للحل السياسي في سوريا وتطبيق القرار رقم 2254.

• أعلنت عضو في وفد المعارضة السورية المفاوض في جنيف فرح الأتاسي، أن المعارضة لن تعقد اجتماعا مع الموفد الأممي ستافان دي ميستورا اليوم الثلاثاء، ورداً على سؤال، قالت الأتاسي في تصريح صحافي: لا يوجد اجتماع مع دي ميستورا، فقد قدمنا المطالب التي نريد أن نقدمها، ولا نريد إعادة الكلام نفسه مع موفد الأمم المتحدة.

• قالت المعارضة السورية إنها أكدت لمبعوث الأمم المتحدة ستيفان دي ميستورا في اللقاء الذي جمعهما مساء أمس بجنيف ضرورة تحقيق المطالب الإنسانية قبل الدخول في أي مباحثات، وقال المتحدث باسم وفد المعارضة سالم المسلط في مؤتمر صحفي إنه في انتظار رد دي ميستورا بشأن هذه المطالب بعد لقائه وفد النظام اليوم الثلاثاء، وأشار إلى أن اللقاء مع دي ميستورا كان إيجابيا فيما يخص الشق الإنساني، وأضاف أنهم ناقشوا مع المبعوث ضرورة تطبيق قرار مجلس الأمن رقم 2254 قبل الدخول في المفاوضات، وردا على سؤال بشأن إمكانية التفاوض مع النظام، قال المسلط إن الاجتماع كان لمناقشة الجانب الإنساني، وإذا كانت هناك نوايا صادقة لدى الطرف الآخر فستسعى المعارضة لتحقيق العملية السياسية التي جاءت من أجلها إلى جنيف.

• قال منذر ماخوس، المتحدث باسم الهيئة العليا للمفاوضات السورية، إن على النظام الإعلان وبوضوح خلال بضعة أيام استعداده للتفاوض وتطبيق قرار مجلس الأمن 2254، يأتي ذلك بعد أن دشن المبعوث الأممي إلى سوريا ستيفان دي ميستورا رسمياً انطلاق محادثات جنيف بلقائه مع وفد المعارضة السورية على أن يعقد لقاء مع وفد النظام اليوم الثلاثاء، وأضاف ماخوس في حديث لقناة "العربية"، مساء الاثنين، أنه يجب أن يقوم نظام الأسد بالإعلان المباشر والصريح غير قابل للالتباس والغموض أنه مستعد لتنفيذ المادتين 12 و13 بشكل فوري وعلى وجه التحديد ألا يتجاوز بضعة أيام وخلافاً لذلك لن يشارك وفد الهيئة العليا للتفاوض في أي عملية أخرى.

• أعلن القيادي في ما يسمى "الوفد العلماني الديمقراطي السوري المعارض"، قدري جميل، أن الوفد لا يمانع الاندماج مع وفد المعارضة المنبثق عن اجتماعات الرياض، ونقلت وكالة "سبوتنيك" الروسية عن جميل قوله في جنيف: إنه إذا أرادوا أن يدمجوا الوفدين (وفد الرياض ووفدنا) فهذا سؤال آخر، وهو ممكن إذا كان هناك عدد مماثل من الطرفين وصلاحيات مماثلة، إلا أنه أضاف أن المشكلة أنهم يعتبرون أنفسهم الممثل الوحيد للمعارضة السورية، مؤكدا أنهم في حال تخلوا عن هذه العقدة فإن المشكلة تزول، فحن منفتحون على مناقشة كل الأمور مع كافة الأطراف، كما لفت جميل إلى أن عدم تمثيل الأكراد في المحادثات يتعارض مع قرار مجلس الأمن، لأنهم جزء أساسي من المعارضة السورية، ومشاركة ممثلين عن الأكراد “أساس في وفد المعارضة.

• اتهم نظام الأسد تركيا بما وصفه بـ"الانتهاكات" لسيادة أراضيها، بعد أن قالت إن تركيا قصفت بالمدفعية منطقة حدودية في ريف اللاذقية الشمالي في غرب البلاد، وفق ما أوردت وكالة أنباء النظام "سانا" ليل الاثنين، ونقلت الوكالة عن مصدر رسمي في وزارة خارجية الأسد أن السلطات التركية قامت بإطلاق النار من مدفعية الجيش التركي باتجاه جبل عطيرة في الريف الشمالي لمدينة اللاذقية، ما أدى إلى وقوع إصابات بين صفوف المدنيين، وتابع أن النظام يحتفظ بحقه في اتباع جميع الوسائل المتاحة للرد على هذه الجريمة النكراء، على حد تعبيره.



المشهد الإقليمي:
• شدد وزير الخارجية البريطاني فيليب هاموند على وجوب ان تؤدي محادثات جنيف بين وفدي النظام السوري والمعارضة إلى انتقال سياسي لا دور لبشار الأسد فيه، وقال هاموند في مؤتمر صحافي مشترك مع نظيره الأردني ناصر جودة إنه يجب أن تؤدي مفاوضات السلام السورية إلى انتقال سياسي بعيدا من الأسد ووضع حد لمعاناة الشعب السوري، وأضاف إنني أريد أن أقر وارحب بالقرار الصعب الذي اتخذته الهيئة العليا للمفاوضات بحضور محادثات السلام التي يستضيفها مبعوث الأمم المتحدة الخاص إلى سوريا ستافان دي ميتسورا، واوضح أنه كان قرارا صعبا بالنسبة لهم بسبب انهاك المجموعات المعارضة التابعة لهم والتي تواجه النظام وعلى نحو متزايد القصف الروسي في سوريا، وأكد هاموند أن المملكة المتحدة تدعم هذه العملية.

• تقدّم الرئيس التركي رجب طيب أردوغان الموجود حالياً في شيلي لإجراء مباحثات رسمية باقتراح لافت للانتباه في موضوع القضية السورية، وأوضح أردوغان أنه اقترح على زعماء الدول الغربية وبينهم الرئيسان الروسي فلاديمير بوتين والأمريكي باراك أوباما تأسيس مدينة للاجئين في شمال سوريا، لافتًا إلى أن الرؤساء الذين رحبوا بهذا الاقتراح لم يدلوا بأية ردود إيجابية أو سلبية حتى الآن، جاء ذلك في كلمة ألقاها أردوغان أمام اللجنة الاقتصادية للأمم المتحدة لأمريكا اللاتينية ومنطقة البحرالكاريبي تحدث خلالها عن الاقتراح الذي قدّمه لزعماء الدول الغربية بشأن اللاجئين السوريين.

• قال العاهل الأردني عبدالله الثاني إن الشعب الأردني بلغ درجة الغليان نتيجة المعاناة التي تسبب بها نزوح مئات الآلاف من اللاجئين السوريين الى الأردن، وشدد الملك عبدالله على أن بلده بحاجة إلى مساعدة طويلة الأمد من المجتمع الدولي للتعامل مع التدفق الضخم للاجئين السوريين، وحذر من أن السد سينفجر ما لم يحصل على دعم، وفي مقابلة مع هيئة "بي بي سي" بثتها اليوم الثلاثاء، قال الملك عبدالله إن أزمة اللاجئين تفرض عبئاً على الخدمات الاجتماعية في الأردن وتهدد استقرار المنطقة، وقبل الأردن بالفعل أكثر من 600 ألف لاجئ سوري مسجل بالأمم المتحدة، وأشار الملك عبد الله إلى أن الأردنيين يعانون من محاولة العثور على فرص عمل، ومن الضغوط على البنية التحتية، وبالنسبة للحكومة فإنها متضررة عندما يتعلق الأمر بالنظام التعليمي والرعاية الصحية.

• قال وزير الخارجية الإماراتي، عبدالله بن زايد، إن هناك بوادر أمل في المشاورات الجارية في جنيف بشأن حل الأزمة السورية، داعيا إلى العمل الجماعي لإنهاء الوضع الراهن في سوريا، ودعا عبدالله بن زايد خلال مؤتمر صحافي عقده مع نظيره الروسي في أبوظبي، إلى ضرورة التركيز على إخراج المواطن السوري من أزمته، مطالبا بوضع الخلافات الدولية جانبا، وأعرب بن زايد عن أمله في أن تكون مباحثات جنيف 3 بادرة أمل جديدة لإخراج الشعب السوري من هذه المحنة، داعيا الأطراف الدولية والشركاء إلى أن يكونوا صادقين أمام أنفسهم، وأن يعملوا بشكل جماعي لإيجاد حل للأزمة، وأن يضعوا جميعا الهدف الأسمى أمام أعينهم، وهو حماية الشعب السوري.

• قالت إدارة مكافحة المخدرات الأمريكية إن أعضاء بجماعة "حزب الله" الإرهابي ألقي القبض عليهم بتهم استخدام ملايين الدولارات من مبيعات للكوكايين في الولايات المتحدة وأوروبا لشراء أسلحة في سوريا، وقالت إدارة مكافحة المخدرات في بيان إن من بين أولئك الذين ألقي القبض عليهم قياديون بخلية أوروبية لشبكة جرى اعتقالهم الأسبوع الماضي، ولم تذكر هذه الإدارة، بحسب "رويترز"، العدد الإجمالي لأولئك المقبوض عليهم وتاريخ ومكان عملية الاعتقال.



المشهد الدولي:
• قال وزير الخارجية الأميركي جون كيري إن ما حدث في مضايا والمدن السورية المحاصرة من حالات موت بسبب الجوع لم تشهده الإنسانية منذ الحرب العالمية الثانية، وأضاف كيري، في تصريحات له خلال اجتماع وزاري عقد اليوم في روما لـ23 من دول التحالف المناهض لـ تنظيم "الدولة الإسلامية"، أن نظام الأسد يمنع المساعدات عن ملايين السوريين وبينهم ستة ملايين طفل، وتابع أنه يحاصر مدنا وقرى في مختلف مناطق سوريا, ويمنع وصول المساعدات إليها مخالفا بذلك كل قوانين الحرب، وفي تصريحاته التي أدلى بها خلال اجتماع روما ثم بعده مباشرة في مؤتمر صحفي, قال كيري إن نظام الأسد تلقى 113 طلبا من الأمم المتحدة لإدخال مساعدات للمدنيين في المناطق المحاصرة, لكنه لم يوافق سوى على13 منها، كما قال إن تكتيك التجويع الذي يعتمده النظام مخالف لكل قوانين الحرب، وأعلن الوزير الأميركي أن المجتمعين في روما طالبوا نظام الأسد باتخاذ خطوات فورية لوقف القصف العشوائي, وفك الحصار عن المدنيين, والسماح بدخول المساعدات لمستحقيها.

• قال وزير الخارجية البريطاني فيليب هاموند إن الرئيس الروسي فلاديمير بوتن، يقوض الجهود الدولية لإنهاء الحرب في سوريا بقصف خصوم تنظيم "داعش"، في سعيه لتعزيز وضع بشار الأسد، ووجه هاموند اللوم إلى بوتن لتأييده بالكلام فقط عملية سياسية تهدف إلى وضع نهاية للحرب الأهلية، بينما يقصف خصوما للأسد يأمل الغرب بأنهم قد يشكلون سوريا حالما يرحل الأسد، وقال هاموند لـ"رويترز" في مقابلة، أمس الاثنين، في مخيم الزعتري للاجئين في الأردن، إنه لمصدر حزن دائم لي أن كل شيء نفعله يقوضه الروس، مضيفا أن المشكلة مع الروس أنهم بينما يتحدثون فإنهم يقصفون ويدعمون الأسد، وأكد هاموند أن التدخل الروسي كان انتكاسة كبيرة للجهود الدولية لإيجاد حل سياسي للأزمة، ومضى يقول إن تأثير التدخل هو تقوية تنظيم "داعش"، وتابع قائلا إن الروس يقولون إنهم يريدون تدمير "داعش" لكنهم لا يقصفون "داعش" إنهم يقصفون الجماعات المعتدلة.

• قال مسؤول أمريكي إن مسؤولين كبيرين في وزارة الخارجية الأمريكية هما آن باترسون ومايكل راتني قالا لنائب وزير الخارجية الروسي جينادي جاتيلوف في جنيف يوم الاثنين إنه يجب على موسكو أن تفعل المزيد للمساعدة في إيصال المساعدات الإنسانية في سوريا، وقال مسؤول أمريكي إن مساعدة وزير الخارجية باترسون شددت على الحاجة للعمل من أجل انتقال سياسي طبقا لما ورد في قرار مجلس الأمن رقم 2254 ودعت روسيا إلى استخدام نفوذها لدى نظام الأسد من أجل اتاحة دخول المساعدات الإنسانية دون أي عراقيل لكل السوريين المحتاجين، وأضاف أن الجانبين اتفقا على البقاء على اتصال وثيق بشأن سوريا مع استمرار المفاوضات التي تقودها الأمم المتحدة.

• قبل زيارته إلى إيران والسعودية، طالب وزير الخارجية الألماني فرانك-فالتر شتاينماير كلا البلدين بالقيام بدور محوري في حل النزاع السوري، ودعا شتاينماير في برلين كافة الأطراف المعنية بالأزمة السورية إلى ممارسة نفوذها في تطبيق المبادئ المتفق عليها أيضا، وقال: هذه الآن لحظة الحقيقة، وذكر شتاينماير أن المساعي الرامية إلى حل النزاع السوري المستمر منذ خمسة أعوام تصل الآن إلى مرحلة حاسمة بمفاوضات السلام التي بدأت في جنيف يوم الجمعة الماضي، وقال: يتضح من الآن أنه لن تكون هناك خطوات تقدم حقيقية إلا إذا حافظنا على الضغط على أطراف النزاع، بل وربما زدناه مجددا، ويتوجه شتاينماير اليوم إلى مؤتمر بشأن مكافحة تنظيم "داعش" في روما، لينطلق من هناك إلى طهران، حيث يلتقي نظيره الإيراني محمد جواد ظريف والرئيس الإيراني حسن روحاني.

• قال مسؤول ايطالي إن مستقبل سورية يجب أن يكون دون بشار الأسد، وفي محاضرة ألقاها على طلبة جامعة جونز هوبكنز في بولونيا، أضاف وكيل رئاسة مجلس الوزراء المسؤول عن جهاز المخابرات، ماركو مينّيتي أن علينا مرافقة المسيرة الدبلوماسية في سورية، مشيرا إلى مدى أهمية أجندة فيينا، كما أعرب عن الأمل بأن تكون محادثات جنيف3 ناجحة، وخلص مينّيتي إلى القول: لكن أريد أن أكون واضحا بشكل لا لبس فيه، من ناحية وجوب أن يكون مستقبل سورية الجديدة دون الأسد.

• قال مفوض الأمم المتحدة السامي لحقوق الإنسان زيد رعد الحسين إن تجويع المدنيين السوريين قد يرقى إلى مستوى جرائم الحرب ويشكل جريمة ضد الإنسانية يجب محاكمة مرتكبيها ولا ينبغي أن يشملها أي عفو مرتبط بإنهاء الصراع، وأضاف في إفادة صحفية في جنيف إنه بينما كانت محادثات السلام السورية منعقدة في حالة سوريا نحن هنا لتذكير الجميع بأنه حيث تكون هناك مزاعم تصل إلى حد جرائم الحرب أو الجرائم ضد الإنسانية فإن العفو غير جائز، وفي إشارة إلى ما وصفه بتجويع الناس ببلدة مضايا ومحاصرة 15 بلدة ومدينة أخرى في سوريا قال: إنها ليست جريمة حرب وحسب بل جريمة ضد الانسانية إذا تم إثبات هذا في المحكمة، وأضاف أن تقديراتنا تشير إلى أن هناك أن عشرات الآلاف مسجونون تعسفيا ويجب الإفراج عنهم.

• أعلنت وزارة الدفاع الروسية أن تركيا تقصف مناطق سورية باستخدام المدفعية الثقيلة وأكدت أنها تملك "أدلة مؤكدة" تثبت ذلك، وقال الجنرال إيغور كوناشينكوف المتحدث باسم وزارة الدفاع الروسية أن الجانب الروسي حصل على مقطع فيديو من هيئة الأركان العامة السورية يظهر نشر منظومات متنقلة للمدفعية الثقيلة عند أحد الحواجز الحدودية، كما أشار كوناشينكوف إلى أن الوزارة حصلت على مقطع فيديو من المعارضة السورية حول قصف أراض سورية، واعتبر المتحدث باسم الوزارة الروسية أن ذلك يمثل دليلا لا يمكن نفيه على أن القوات المسلحة التركية تقوم بقصف بلدات سورية حدودية باستخدام منظومات المدفعية الثقيلة، ودعا كوناشينكوف ممثلي الناتو والبنتاغون إلى اتخاذ رد فعل عاجل على هذه الخطوة التركية والتفكير في عواقب هذه الخطوة.

• أعلن وزير الخارجية الروسي سيرغي لافروف، موافقة بلاده على مشاركة كل من جيش الإسلام وأحرار الشام في محادثات جنيف، لكن لافروف أكد أن مشاركة هذين الفصيلين في المحادثات ستكون بصفة منفردة، ولا تعني أنهما جماعتان شرعيتان وليستا إرهابيتين، على حد قوله، ويذكر أن جيش الإسلام يمثل بمحمد علوش في جنيف، فيما انسحبت أحرار الشام من المفاوضات بشكل غير رسمي، بعد أن تضاربت الأنباء حول توقيعها على البيان المنبثق عن مؤتمر الرياض لتوحيد المعارضة السورية.

• نفت وزارة الدفاع الأوكرانية ما ذكرته صحيفة بريطانية عن نية كييف الانضمام إلى الحرب ضد تنظيم "داعش"، واعتبرت تلك الأنباء جزءا من الحرب الهجينة الموجهة ضد البلاد، وكانت صحيفة الإندبندنت البريطانية قد ذكرت أن كييف عرضت على التحالف الدولي بقيادة واشنطن مساعدتها في الحرب ضد "داعش" وقدمت خطة تتضمن مختلف الخيارات للمساهمة الأوكرانية في محاربة الإرهاب، لكن وزارة الدفاع الأوكرانية شددت في بيان لها أنها تعد الأنباء عن احتمال مشاركة القوات المسلحة الأوكرانية بالحرب في سوريا، مثالا جديدا على تزوير المعلومات واستمرار الحرب الهجينة ضد روسيا.

• أكد الرئيس المشارك للاتحاد الوطني الثقافي لأكراد روسيا فرهات باتياف أنهم سيفتتحون مكتبًا لممثلية "كردستان سوريا" في موسكو في العاشر من فبراير/ شباط الجاري، موضحًا أنهم يخططون لافتتاح مكاتب أخرى في ألمانيا وفرنسا بعد ذلك، وفي تصريح أدلى به لوكالة "انترفاكس" الروسية للأنباء، قال باتياف: إن لدينا ثلاث مقاطعات في "كردستان سوريا" هي "الجزيرة وكوباني وعفرين"، وقررنا معًا تدشين ممثلية في روسيا، وأضاف قائلًا: لا شكّ في أنه سيكون هناك ممثلون عن حزب الاتحاد الديمقراطي (PYD) زعيم كردستان سوريا، حسب قوله.

كما صدر القرار الجمهوري رقم ( ٣٣) لسنة ٢٠١٦م قضت المادة الاولى منه بتعيين منصور علي سعيد بجاش وكيلاً لوزارة الخارجية للشئون السياسية.

وقضت المادة الثانية من هذين القرارين العمل بهما من تأريخ صدورهما ونشرهما في الجريدة الرسمية
