المشهد المحلي:
• سمت هيئة المفاوضات العليا لقوى الثورة والمعارضة السورية وفدها المفاوض إلى محادثات جنيف المزمعة الأسبوع القادم، ويرأس الوفد العميد أسعد الزعبي ونائبا له جورج صبرا إلى جانب عضوية محمد علوش المسؤول السياسي في فصيل جيش الإسلام كبيرا للمفاوضين، وفي مؤتمر صحفي عقد في الرياض اليوم الأربعاء اتهم رئيس هيئة المفاوضات رياض حجاب روسيا بعرقلة سير المفاوضات من خلال فرضها قائمة أسماء على وفد التفاوض، وجدد التأكيد على أن المعارضة السورية لا يمكن أن تتفاوض بينما يموت السوريون نتيجة الحصار والقصف الروسي، كما استبعد حجاب مشاركة وفد المعارضة السورية في مفاوضات جنيف – المقررة في 25 يناير/ كانون الثاني الجاري- في حال تمت دعوة من وصفه بطرف ثالث وإضافته لوفد المعارضة.

• أكد المسؤول السياسي في جيش الإسلام محمد علوش أن المعارضة السورية قررت المشاركة في جنيف لكنها لن تذهب ما لم يم تنفيذ الإجراءات المتعلقة بحسن النوايا من فك الحصار ووقف القصف وإيصال المساعدات والإفراج عن الأسرى والأسيرات وفق المقررات الأممية، وجدد علوش اتهام روسيا والنظام بعرقلة المفاوضات عبر عدم جديته على الأرض باستمرار الحصار والقصف وتعطيل العملية السياسية عبر فرض قوائم ترفضها المعارضة، مطالبا المجتمع الدولي بالضغط على روسيا والنظام لتنفيذ إجراءات حسن النوايا قبل المفاوضات.

• دان الائتلاف الوطني السوري، الجريمة الروسية التي ارتكبتها بحق 16 شخصاً، بينهم نساء وأطفال، يوم أمس الثلاثاء، جرّاء غارات شنتها مقاتلاتها على مناطق مأهولة بالمدنيين، في بلدة "البوليل" بريف دير الزور، وطالب عضو الهيئة السياسية في الائتلاف الوطني نصر الحريري، المجتمع الدولي، بدعم المجموعات التي قاتلت نظام الأسد وتنظيم داعش من أبناء مدينة دير الزور، ليتمكنوا من طرد عناصر التنظيم وعناصر النظام وإعادة الاستقرار للمنطقة وإنقاذ أهلها، ولفت الحريري إلى أن هناك نحو 200 ألف مدني يعانون من حصار مزدوج منذ نحو عام من قبل نظام الأسد وتنظيم داعش في أحياء (الجورة والقصور وهرابش)، مما أفقد السكان أبسط سبل العيش، وأضاف الحريري أن المجتمع الدولي مطالب بشكل عاجل لوضع خطة ناجعة لإنقاذ السكان في مدينة دير الزور، وإلا فقد نشهد مأساة أكبر من التي تحصل في مضايا، متأملاً أن لا يكون هذا النداء كسابقاته التي لم تلق آذاناً صاغية، وكان الموت جوعاً مصيراً لعشرات الضحايا.

• أكد قائد جيش المجاهدين المقدم محمد جمعة بكور (أبو بكر) رفضهم دخول أي تفاوض إلا على مرحلة ما بعد بشار الأسد، وهيئة حكم انتقالية كاملة الصلاحيات بما فيها صلاحيات رئيس الجمهورية، وليس حكومة شراكة وطنية، وقال قائد جيش المجاهدين العامل في حلب إن المندوب الأممي استيفان دي مستورا تلقى في ختام اجتماعات الهيئة العليا للمفاوضات موقفاً قوياً جداً، حيث أكدنا له أننا لن ندخل بأي عملية تفاوضية إلا على أساس جنيف واحد والقرارات ذات الصلة، وأشار إلى أنهم قبلوا بتنفيذ قرار مجلس الامن رقم 2254 رغم انه مخيب للآمال، على حد وصفه، ولكن الفقرة 12 و13 و14 من هذا القرار تشير لوقف قصف المدن والمدنيين ووقف البراميل والصواريخ وإطلاق سراح المساجين وفك الحصار وإدخال المساعدات للمناطق المحاصرة، مشدداً على أنه من الواجب على الأمم المتحدة توضيح مصير بشار الأسد فالقرار نفسه 2254 أغفل هذا الأمر قصداً، بحسب أبو بكر.

• قال حسن عبد العظيم، المنسق العام لهيئة التنسيق، والمشارك في مؤتمر الرياض، إنه غير راض عن وضد المعارضة الذي تم الإعلان عنه، ونقلت وسائل إعلام موالية عن عبد العظيم قوله: إن وفد مؤتمر الرياض إلى مفاوضات جنيف بهذه الصيغة المعلنة غير مقبول بالنسبة لي، وأضاف أنه لا بد أن يكون هناك توافق أمريكي روسي مع المجموعة الدولية لدعم سوريا والمبعوث الأممي إلى سوريا على إعادة تشكيل الوفد المعارض، وفي سياق متصل، حيا عبد العظيم الممثل المعارض جمال سليمان على موقفه بالانسحاب من وفد المعارضة، وكانت الهيئة العليا للمفاوضات أعلنت اليوم عن وفدها المشارك في جنيف، برئاسة العميد أسعد الزعبي.



المشهد الإقليمي:
• اعتبر رئيس الوزراء التركي، أحمد داود أوغلو، أنه لا توجد بلد لها الحق أكثر من بلاده في قول كلمتها في مفاوضات جنيف بشأن سوريا، المزمع عقدها الأسبوع المقبل، لأنها (تركيا) تستضيف مليوني ونصف مليون سوري على أراضيها، ونقل الصحفي البريطاني، باتريك ونتور، في مقال له بصحيفة الغارديان، اليوم الثلاثاء، عن داود أوغلو، قوله في لقاء معه خلال زيارته إلى العاصمة البريطانية لندن، إن أي سوري لن يتمكن من العودة إلى وطنه، طالما بقي بشار الأسد في دمشق، وأكد رئيس الوزراء، أنه لا يمكن لحزب الاتحاد الديمقراطي السوري (PYD) المشاركة في المفاوضات، لأنه شريك في الجريمة مع نظام الأسد، معتبرًا الحزب ليس معارضًا حقيقيًا، حيث يوجد تعاون وثيق بينه وبين نظام الأسد.

• اتهمت الخارجية السعودية الحكومة الإيرانية بتأجيج الطائفية في المنطقة العربية، وبنشر الفتن والقلاقل والاضطرابات منذ ثورة 1979، ونشرت وزارة الخارجية السعودية ما وصفته بأنها "ورقة حقائق" تكشف عن حقيقة السياسة الخارجية الإيرانية منذ 35 عاما وتدحض أكاذيب وزير الخارجية الإيراني محمد جواد ظريف، وجاء في الورقة أن المنطقة العربية لم تعرف الطائفية والمذهبية إلا بعد قيام الثورة الإيرانية في العام 1979، واتهمت الخارجية السعودية طهران بالتدخل في كل من لبنان وسوريا والعراق واليمن، وذكرت الوزارة أنه منذ قيام الثورة الإيرانية العام 1979، وسجل إيران حافل بنشر الفتن والقلاقل والاضطرابات في دول المنطقة بهدف زعزعة أمنها واستقرارها، ولفتت الوزارة في ورقتها إلى أن النظام الإيراني لم يتعرض لأي أعمال إرهابية سواء من القاعدة أو "داعش"، الأمر الذي يؤكد الشكوك حول تعامل هذا النظام مع الإرهاب والإرهابيين.

• نفذ وفد من محامين وشخصيات سياسية وحزبية وشعبية أردنية، زيارة إلى سوريا التقوا خلالها رئيس حكومة الأسد، والسفير المطرود بهجت سليمان، وتعتبر الزيارة واحدة من سلسلة زيارات التي أخذ الأمين العام المساعد لاتحاد المحامين العرب سميح خريس على عاتقه تنظيمها، وسيلتقي الوفد الأردني، بحسب شبكة إرم نيوز، ببشار الأسد، لكن لم يتم تحديد الموعد بعد، وقال خريس للشبكة، إن الزيارة تأتي في ظرف مهم للغاية حيث تقوم قوات "الجيش العربي السوري" بدحر الجماعات الإرهابية، فإن الزيارة تأتي لتهنئة الجيش والقيادة بهذه الانتصارات، وأشار في كلمة له باعتباره رئيس الوفد الأردني الشعبي، أمام الحلقي، إلى أن الأردنيين يقفون إلى جانب أشقائهم بسورية في خندق واحد، وأضاف خريس أن سوريا تواجه المشروع الصهيوأمريكي بكل بسالة وشجاعة وهي بذلك تدافع عن الهوية العربية بقيادة الأسد.

• قالت إيران الأربعاء إن تحديد من ينبغي أن يمثل قوى المعارضة السورية في محادثات السلام الدولية المقررة هذا الشهر أمر يرجع إلى مبعوث الأمم المتحدة، وقال وزير الخارجية محمد جواد ظريف في مؤتمر صحفي خلال المنتدى الاقتصادي العالمي في دافوس إن وفد المعارضة ينبغي ألا يضم أعضاء ثلاث جماعات معترف بها دوليا باعتبارها "جماعات إرهابية"، وقال إن تلك الجماعات هي تنظيم "الدولة الإسلامية" والقاعدة وجبهة النصرة مضيفا أن عشرة أعضاء مسجلين بالقاعدة حضروا اجتماعا للمعارضة بالعاصمة السعودية الرياض والذي عقد لتشكيل وفد المعارضة لمحادثات جنيف، لكن ظريف قال إن تحديد من يشاركون في المحادثات أمر لا يخص إيران. وقال إن تحديد من سيشارك أمر يعود للسيد ستافان دي ميستورا مبعوث الأمم المتحدة الخاص لسوريا وأنا واثق من أنه سيطبق هذه المعايير.

• قال وزير الدفاع الإسرائيلي موشيه يعالون، إن إيران كانت وما زالت العدو الرئيسي لإسرائيل، بحسب صحيفة يديعوت أحرنوت، وفي كلمة أمام معهد دراسات الأمن القومي الإسرائيلي، في تل أبيب، مساء أمس الثلاثاء، أوضح يعالون أنه إذا خُيّرت في التعامل بين "داعش" وإيران، فسأختار التعامل مع "داعش"، وأضاف الوزير الإسرائيلي أن إيران ستقوم بالتوقيع في المرحلة القريبة على اتفاقيات لشراء أسلحة، بعشرات مليارات الدولارات، من أجل مساعدة ودعم فروعها في المنطقة، وأشار يعالون إلى أن المصالح والعلاقات اليوم، أهم من الاتفاقات ومؤتمرات السلام، لذلك آمل أن يستطيع الغرب استغلال هذه الفرصة.



المشهد الدولي:
• أعلن وزير الدفاع الأميركي آشتون كارتر بعد اجتماع باريس عن اجتماع مرتقب للتحالف الدولي ضد "داعش" في بروكسل الشهر المقبل، متهما روسيا بانتهاج سياسة سيئة في سوريا، وأعلن كارتر أنه سيعقد اجتماعا يحضره وزراء من 26 بلدا في بروكسل خلال ثلاثة أسابيع لمناقشة العمليات ضد تنظيم "داعش"، وقال كارتر عقب اجتماع مع ستة من وزراء الدفاع الآخرين في باريس إنه يجب على كل دولة أن تأتي وهي مستعدة لمناقشة المساهمة بشكل أكبر في القتال، ولن أتردد في أن أناقش وأتحدى الأعضاء الحاليين والمحتملين في التحالف، مضيفا أن العراق ستكون ممثلة كذلك في اجتماع بروكسل.

• دعت فرنسا روسيا الى تركيز قصفها على تنظيم "داعش" والتوقف عن ضرب مجموعات المعارضة المسلحة في سوريا التي تقاتل التنظيم الإرهابي، وقال وزير الدفاع الفرنسي جان إيف لودريان في ختام لقاء عقد في باريس ضم 7 دول من قوات التحالف المشاركة في الحرب على تنظيم "داعش" إن روسيا لاعب مهم في الملف السوري، ونقدر هذا الموقع ونرغب بأن تركز روسيا جهودها على "داعش" وتتوقف عن ضرب المجموعات التي تقاتل هذا التنظيم.

• قال المتحدث باسم الحكومة البريطانية في الشرق الأوسط وشمال أفريقيا إدوين سموال إن رحيل بشار الأسد سيخدم الجميع بمن فيهم روسيا، وأكد أن مضي القوات الجوية الروسية في استهداف مناطق المعارضة السورية لا يساعد الحل السياسي في سوريا، لأن هذه الضربات تزيد من قوة النظام وتنظيم "الدولة الإسلامية" على حد سواء، وأفاد سموال في بيان بأنه ليس في مصلحة أحد، حتى روسيا نفسها، أن يبقى ديكتاتور مفلس أخلاقيا في الحكم بسوريا وقد سالت دماء شعبه على يديه، لذلك في مصلحة الجميع، خاصة السوريين، أن يغادر الأسد الحكم بهدوء.

• قالت مصادر متابعة للجهود الدولية لعقد مؤتمر جنيف بين المعارضة السورية والنظام في 25 الشهر الجاري، إن المبعوث الأممي ستافان دي ميستورا يؤيد مشاركة أربعة وفود في المفاوضات المرتقبة، كوسيلة لحل الإشكالية فيما يتعلق بتشكيلة وفد المعارضة، وأشارت إلى أن بعض دول مجموعة العمل من أجل سورية رأت أن الفكرة معقولة، وأوضحت المصادر لوكالة (آكي) الإيطالية للأنباء أن الاقتراح يتضمن تشكيل أربعة وفود، واحد للنظام، وآخر للهيئة العامة للمفاوضات المنبثقة عن مؤتمر الرياض للمعارضة السورية، والثالث للمعارضة التي تتبناها موسكو، أما الوفد الرابع فهو بصفة مراقبين غير مفاوضين، قوام أغلب أعضائه من المجتمع المدني، ويشكّل حلاً وتجسيداً للمواقف التي اتخذتها بعض الشخصيات السورية المعارضة مثل سمير العيطة وجهاد مقدسي اللذين رفضا أن يكونا في وفد معارض ضد آخر، وفضّلا ألا يُدعيان على أن يدخلا في نزاع جديد بين طرفي معارضة.

• أعلن وزير الخارجية الروسي سيرغي لافروف بعيد اجتماعه اليوم الأربعاء بنظيره الأميركي جون كيري في زيوريخ أنه يتوقع انطلاق المفاوضات السورية في موعدها المقرر الاثنين القادم, وقال لافروف في مؤتمر صحفي إنه يأمل أن تبدأ المفاوضات بين النظام والمعارضة السوريين نهاية هذا الشهر، وأضاف أن عملية الحوار ستبدأ فحسب, وستستغرق وقتا غير قليل, حيث يتعين حل مشكلات "عويصة"، وفي حديثه عن مسألة تمثيل المعارضة السورية, قال لافروف إنه يقع بالخصوص على المبعوث الأممي إلى سوريا ستيفان دي ميستورا توجيه الدعوات إلى الأطراف التي ستتفاوض في جنيف بسويسرا.

• انتقد فيتالي تشوركين، مندوب روسيا في الأمم المتحدة بشدة هؤلاء الذين يتحدثون حاليا عن ضرورة رحيل بشار الأسد، واصفا إياهم بالمستفزين غير المسؤولين، وفي مقابلة مع قناة "روسيا-24" أشار تشوركين إلى أن القرار 2254 لمجلس الأمن الدولي ووثائق فيينا لا تتطرق إلى هذا الموضوع، والجميع يدركون أن بدء المفاوضات لا بد منه فمصير الأسد سيناقش خلالها في كل حال من الأحوال لأن المعارضة تتحدث عن ذلك، وأضاف أنه ولحسن الحظ فإن هؤلاء ليس لديهم تأثير حاسم على العملية التفاوضية وعلى العملية السياسية، لكنهم لو تخلصوا من فوبياتهم لكان بإمكانهم لعب دور أكثر إيجابا في دفع التسوية السياسية قدما، وعبر الدبلوماسي عن قناعته بأن يصبح اللقاء المرتقب بين وزيري الخارجية الروسي والأمريكي في زيوريخ خطوة ستسمح بإطلاق مفاوضات سورية سورية.

كشف محافظ محافظة ذمار علي بن علي القوسي عن خطة عسكرية لاستعادة المحافظة من مليشيا الحوثي وصالح، وأكد أن السيطرة على ذمار (جنوب العاصمة صنعاء) ستغير موازين المعركة مع الحوثيين.

وقال القوسي، وهو رئيس مجلس مقاومة ذمار، في حديث للجزيرة "شكلنا في البداية مجلسا تشاوريا والمجلس الأعلى للمقاومة، الذي يضم كافة الشخصيات الوطنية والعسكرية والقبلية من مختلف التيارات والأحزاب السياسية".

في السياق نفسه، قال قادة المقاومة بالمحافظة نفسها، ومنهم عبد الكريم الجعوري، إنه تم تدريب ألوية للمقاومة، وإنهم جاهزون لتحرير المحافظة، وبدء معركة الحسم، وطالبوا القبائل بالوقوف صفا واحدا للتخلص من الحوثيين لتعود المحافظة، التي لا تبعد عن العاصمة صنعاء إلا مئة كيلومتر، لحاضنة الحكومة الشرعية.

من جهته، أكد الخبير في الشؤون اليمنية يحيى الثلايا أن السيطرة على محافظة ذمار البوابة الجنوبية للعاصمة تعني السيطرة على الطريق المؤدية لتعز وإب وعدن ولحج وأبين.

وقال في حديث للجزيرة إن المقاومة سيطرت من قبل على مديرية عتمة في إقليم آزال، مؤكدا أن تمدد المقاومة لمحافظة ذمار يعني تغيير المشهد السياسي اليمني، خاصة أن مليشيا الحوثي وقوات صالح يركزان عليها، وأعطياها كل الأهمية، وتعاملا معها كحاضنة اجتماعية وخزان بشري للمقاتلين بعد محافظة صعدة.
