المشهد المحلي:
• أوضح رئيس هيئة أركان الجيش السوري الحرّ العميد أحمد بري أن إسقاط الطائرة الروسية جاء بعد اختراقها للمجال الجوي التركي، وتنبيهها عدة مرات دون أن تستجيب، من ثم أسقطها الطيران التركي، وكشف بري أن عناصر الجيش السوري الحر ألقوا القبض على أحد الطيارين فيما قتل الطيار الثاني، مؤكداً أن الطائرة كانت تقصف مدنيين سوريين في جسر الشغور قبل إسقاطها.
أوضح عضو الائتلاف الوطني لقوى الثورة والمعارضة السورية شلال كدو أن إسقاط الطائرة الروسية ستكون له تداعيات خطرة على العملية السياسية، وربما ستؤثر على اجتماعات فيينا اللاحقة، وأضاف كدو في أن ما حصل كان متوقعاً نتيجة ازدحام الأجواء السورية بالطائرات المختلفة التوجه، وأشار أمين سر الهيئة السياسية في الائتلاف الوطني أنس العبدة إلى أن العنجهية الروسية واستمرارها بمحاولات فرض حلول سياسية بالطرق العسكرية عرضها لهذه العملية، ولفت الانتباه إلى أن إسقاط الطائرة الروسية يدخل ضمن عملية جادة وفعالة من قبل الأتراك لفرض منطقة آمنة في شمال سورية.

• توجه الائتلاف الوطني السوري بالتحية والاعتزاز لفصائل الجيش السوري الحرّ كافة، وفي مقدمتها "غرفة عمليات فتح حلب" و"جيش الفتح" و"جيش النصر" التي قادت معركة كبرى لتحرير عدد من التلال الإستراتيجية والقرى المحيطة بها في ريف حلب الجنوبي، وذلك بعد معارك عنيفة انتهت بانهيار ميليشيات الأسد ومرتزقة "حزب الله" الإرهابي والمنظمات الطائفية بقيادة حرس إيران الثوري، وفرارهم من ١٠ قرى وتلال في الريف الجنوبي لحلب ومقتل مئات منهم، ودعا الائتلاف لزيادة الدعم المقدم للجيش السوري الحرّ، لدوره الأساس في طرد الغزاة وحماية المناطق المحررة من خطر الإرهاب، كما حيّا الائتلاف جميع الثوار الأبطال الذي نجحوا في طرد الغزاة والمرتزقة من قرى "برنة"، "العزيزية"، "كفر حداد"، و"الخربة"، ومزارع قرية "بانص"، إضافة لـ "تل باجر" و"تل البكارة" و"تل ممو" و"تل البنيجرة".

• أكدت هيئة التنسيق الوطنية لقوى التغيير الديمقراطي، أنها ستشارك في اجتماع المعارضة الذي سيعقد في الرياض الشهر المقبل إذا تم توجيه دعوة لها بهذا الخصوص، وأبدت إصرارها على أن توجه الدعوة باسم هيئة التنسيق، وأن تكون نسبة تمثيلها في وفد المعارضة الذي سيفاوض الوفد الحكومي وازناً، وأوضح عضو المكتب التنفيذي في الهيئة منذر خدام أنه تجري حالياً مشاورات في القاهرة بين أطراف من المعارضة من بينها هيئة التنسيق و"لجنة القاهرة"، وأيضاً مع أطراف دولية منها مصر وروسيا والإمارات وأطراف دولية أخرى بشأن مؤتمر الرياض وتشكيل وفد المعارضة، مشيراً إلى أن المنسق العام للهيئة حسن عبد العظيم موجود حالياً في القاهرة، وأشار خدام إلى أنه حتى الآن لا توجد دعوة رسمية لا للهيئة ولا لغيرها، لافتا إلى أنه تجري الآن مشاورات تمهيدية لكي تحل كل الإشكالات قبل عقد اجتماع القاهرة.

• ندد نظام الأسد بما وصفه بـ"الاعتداء السافر" على سيادته بعد إسقاط تركيا مقاتلة روسية صباح اليوم، وذلك وفق ما نقلته وكالة أنباء النظام "سانا" عن مصدر عسكري، وقال المصدر العسكري: في اعتداء سافر على "السيادة الوطنية" أقدم الجانب التركي صباح اليوم على إسقاط طائرة روسية صديقة فوق الأراضي السورية أثناء عودتها من تنفيذ مهمة قتالية ضد تنظيم "داعش" الإرهابي، واعتبر النظام أن إسقاط تركيا للطائرة الروسية يؤكد بما لا يدع مجالاً للشك وقوف الحكومة التركية إلى جانب "الإرهاب" وتقديم كل أشكال الدعم لـ"المجموعات الإرهابية" التي بدأت تنهار، وتتقهقر تحت ضربات الجيش العربي السوري، على حد تعبيره.



المشهد الإقليمي:
• وصف وزير الخارجية السعودي، عادل الجبير، محادثات أبوظبي التي جمعته بنظيريه الإماراتي والأميركي بالبناءة، مشيرا إلى الاتفاق على استمرارها، وأشار إلى الاتفاق على مواصلة المشاورات حول سوريا، ولا اتفاق بعد حول مصير بشار الأسد، وأوضح الجبير في لقاء مع قناة "العربية" أنه لم يتم تحديد موعد عقد مؤتمر المعارضة السورية في السعودية.

• أفادت مصادر عسكرية تركية للأناضول، أن تحليلات الخبراء الخاصة بتتبع أثر الطائرة (الروسية) التي أسقطت بموجب قواعد الاشتباك، تؤكد انتهاكها أجواء تركيا، وأضافت المصادر العسكرية، أن الطائرة واصلت انتهاكها المجال الجوي التركي في منطقة "يايلاداغي" الحدودية مع سوريا، بالرغم من التحذيرات، مشيرة أن عمليات تتبع أثر الطائرة، تكشف ذلك بشكل واضح، وجدير بالذكر أن طائرتان تابعتان للقوات الجوية التركية من طراز "إف-16"، قامتا بإسقاط المقاتلة الحربية، بموجب قواعد الاشتباك، عقب تحذيرها 10 مرات خلال 5 دقائق، وكانت رئاسة الأركان ذكرت في بيان على موقعها الإلكتروني، أنّ مقاتلة مجهولة الهوية، واصلت انتهاكها الأجواء التركية، رغم التحذيرات، وقامت على إثر ذلك، طائرتين تركيتين من طراز (F 16) كانتا تقومان بدورية في المنطقة، بإسقاطها في تمام الساعة 09:24 من صباح اليوم بالتوقيت المحلي.

• قال الرئيس التركي، رجب طيب أردوغان، إن تركيا لها الحق في حماية حدودها وأن على الجميع احترام هذا، وذلك في كلمة له، اليوم الثلاثاء، بعد إعلان الجيش التركي عن إسقاط مقاتلة روسية دخلت الأجواء التركية، وتابع أردوغان قائلا: إن الطائرة التي اسقطتها تركيا تم تحذيرها مرارا، وإسقاطها لم يكن أمرا تريد تركيا وقوعه، وما جرى لا يشير إلى عدائية تجاه أي دولة، وهدوء تركيا منع مثل هذه الحوادث حتى الآن، وأضاف الرئيس التركي أنه لا يوجد تواجد لتنظيم "داعش" على طول تلك الحدود وفي منطقة جبل التركمان هناك تركمان فقط وكل من يقوم بقصف تلك المنطقة فإنه يعتدي على إخواننا وأخواتنا، مشيرا إلى أن روسيا تريد الحفاظ على نظام بشار الأسد البربري وتركيا تقف دائما مع الحق، وقال أردوغان أيضاً إن تركيا وبالتعاون مع حلفائها ستنشئ قريباً "منطقة إنسانية آمنة" بين جرابلس السورية وشاطئ المتوسط.

• أعلن مسؤول حكومي تركي لوكالة "فرانس برس" أن تركيا تملك معلومات مفادها أن طياري المقاتلة الروسية التي اسقطتها أنقرة اليوم قرب حدودها مع سوريا هما على قيد الحياة، وهي تحاول استعادتهما، وكانت معلومات سابقة أوردتها مصادر قريبة من المعارضة السورية أفادت أن أحد الطيارين قتله مقاتلون سوريون معارضون فيما لا يزال الطيار الثاني مفقودا، وقال المسؤول الذي لم يشأ كشف هويته أن لدى تركيا معلومات مفادها أن الطيارين على قيد الحياة وان تركيا تحاول استعادتهما، ومن جهته، أوضح المتحدث باسم الكرملين ديمتري بيسكوف أن ليس هناك أي معلومات عن مصير الطيارين.

• ألغى وزير الخارجية الروسي، سيرجي لافروف، زيارته الرسمية إلى تركيا، المقررة الأربعاء 25 تشرين الثاني على خلفية إسقاط أنقرة طائرة روسية حربية اخترقت الأجواء التركية رغم تحذيرها 10 مرات، وكان من المقرر أن يبحث لافروف مع المسؤولين الترك عدداً من الملفات على رأسها الملف السوري والأوكراني والحرب ضد الإرهاب، إلى جانب العلاقات الثنائية بين البلدين، لكن حادثة الطائرة دفعت السلطات الروسية إلى الإعلان عن تأجيلها، وكان من المفترض أن يترأس لافروف اجتماع مجموعة التخطيط الاستراتيجي المشتركة بين تركيا وروسيا، المقرر انعقاده، في مدينة إسطنبول.

• كشف الدبلوماسي في الخارجية الإيرانية جاويد قربان أوغلي عن أن الرئيس الروسي فلاديمير بوتين طلب من الأسد الاستعداد لحزم حقائبه، استعدادا لترك السلطة، وفقا لـ"عربي 21"، وقال جاويد غربان أوغلي، في تصريحات صحفية: إن مسألة ما إذا كان الأسد جزءا من عملية السلام في سوريا أو أن يرحل، فإن الدول المشاركة رفضت التفاوض حول مصير بشار الأسد، بحسب ما أفاد موقع "أخبار أونلاين" الإيراني، وأضاف الدبلوماسي إنني أعتقد أن مسألة بشار الأسد أصبحت منتهية، وهناك اتفاق تم حول هذا الملف.



المشهد الدولي:
• قال الرئيس الروسي، فلاديمير بوتين، إن الطائرة الروسية التي أسقطتها تركيا كانت على بعد أربعة كيلومترات عن الحدود التركية داخل الأراضي السورية ولم تشكل أي تهديد، وذلك بعد إعلان الجيش التركي إسقاطه لمقاتلة روسية اخترقت أجوائه، وتابع بوتين في تصريح صحفي، أن الحادث المأساوي هو طعنة في الظهر وسيكون له تبعات وخيمة على العلاقات بين روسيا وتركيا، وزعم بوتين أن الطائرة الروسية كانت في مهمة ضد تنظيم "داعش"، مشيرا إلى أن تركيا من المفترض أن تكون بصفوف هؤلاء الذين يقاتلون التنظيم، ونحن سنقوم بالتحقيق وتحليل كل ما جرى، ويذكر أنه لا وجود لـ"داعش" في ريف اللاذقية.

• يعقد حلف شمال الأطلسي اجتماعا استثنائيا اليوم الثلاثاء بطلب من أنقرة لمناقشة إسقاط تركيا طائرة روسية على الحدود مع سوريا، وفقا لمسؤول في الحلف، وأضاف لوكالة "فرانس برس" أنه وبطلب من تركيا، سيعقد مجلس الاطلسي اجتماعا استثنائيا، الهدف منه بالنسبة لتركيا هو اطلاع الحلفاء على إسقاطها طائرة روسية، ويضم المجلس سفراء 28 دولة عضو في الحلف.

• أكدت وزارة الدفاع الروسية، أن طائرة حربية "سو-24" تابعة لمجموعة الطائرات الروسية في سوريا تحطمت اليوم الثلاثاء، مرجحة أن يعود السبب إلى قصف من الأرض، ونفت الوزارة، بحسب وسائل إعلام روسية، بشكل قاطع اختراق الطائرة للأجواء التركية، مؤكدة أن طياري الطائرة تمكنا من القفز منها، وذكرت الوزارة أن المقاتلة التي تحطمت في سوريا أسقطت وهي على ارتفاع 6 كم.

• أكد الرئيس الفرنسي فرنسوا هولاند في واشنطن في حضور نظيره الأميركي باراك أوباما أن على بشار الأسد أن يرحل في أسرع وقت، في حال حصول انتقال سياسي في سوريا، وقال هولاند في مؤتمر صحافي مع أوباما في البيت الأبيض: لن اعطيكم موعد رحيل الأسد ولكن يجب أن يتم ذلك في أسرع وقت ممكن، وقال أولوند إن الولايات المتحدة وفرنسا اتفقتا على تكثيف الضربات الجوية التي تستهدف تنظيم "الدولة الإسلامية" في سوريا والعراق وذلك بعد الهجمات المميتة في باريس، مضيفا أن الزعيمين اتفقا على أهمية إغلاق الحدود التركية لمنع المتطرفين من المجيء إلى أوروبا.

• دعا الأمين العام للأمم المتحدة بان كي مون إلى اتخاذ تدابير عاجلة لتهدئة التوتر إثر إسقاط تركيا طائرة عسكرية روسية، كما صرح المتحدث باسمه ستيفان دوجاريك، وقال المتحدث إن بان كي مون يأمل بأن تسمح دراسة ذات مصداقية ووافية لهذا الحادث بتوضيح الأحداث وتفادي تكرارها.

• قال وزير الخارجية الألماني فرانك فالتر شتاينماير إنه يأمل ألا يؤدي إسقاط تركيا لطائرة حربية روسية قرب الحدود مع سوريا إلى عرقلة محادثات تهدف إلى حل الصراع السوري، وقال شتاينماير في برلين إننا نأمل ألا تتسبب هذه الحادثة في انتكاسة لأول محادثات مشجعة والتي تعطي أملا بسيطا لتخفيف حدة الصراع السوري، كما دعا شتاينماير إلى الالتزام بالتعقل وضبط النفس عقب إسقاط تركيا لمقاتلة روسية على الحدود التركية -السورية، وأوضح شتاينماير أن ما حدث يعد حادثا خطيرا، سيؤثر على المساعي الدولية الرامية لنزع فتيل الأزمة السورية.

• أعربت منظمة حظر الأسلحة الكيميائية عن قلقها البالغ حيال استمرار استخدام أسلحة كيميائية في سوريا، مطالبة بإحالة المسؤولين عن هذا الأمر على القضاء، وكررت المنظمة التي مقرها في لاهاي في بيان تنديدها، بأشد العبارات، باستخدام الأسلحة الكيميائية من أي جهة كانت ومهما كانت الظروف، وأضافت المنظمة أن استخدام هذه الأسلحة غير مقبول وينتهك القانون الدولي ويجب محاسبة الأفراد المسؤولين.

• انتقدت الأمم المتحدة السياسيين الذين يريدون وقف استقبال اللاجئين السوريين بعد اعتداءات باريس، مؤكدة أن هذا الخطاب ينم عن عدم احترام وأنه لا مكان للتمييز في هذا المجال، وقال المتحدث باسم الامم المتحدة ستيفان دوجاريك إن هذه الدعوات هي خطاب متعال وتصاعد في لغة يتحدث فيها الناس عن تمييز، وعن عدم احترام للاجئين والمهاجرين الذين يمضون في بعض الاحيان عقودا في مخيمات وفروا من عنف مروع، وأضاف أن الأمر الأكيد هو أنه لا يمكن أن يكون هناك تمييز على أساس الدين أو الاتنية أو أي عنصر آخر عندما يتعلق الأمر بإيواء لاجئين.

قدمت المقاومة الجنوبية يوم الثلاثاء اعتذارا لمحافظ عدن عن قيام عدد من المكلفين بحراسة مبنى المحافظة بمنعه من الدخول إليه قبل أكثر من أسبوع .

وجاء هذا الاعتذار في بيان سلمه لصحيفة "عدن الغد" القيادي في المقاومة "اديب العيسي" وجاء فيه

تتقدم المقاومة الشعبية م / عدن بالاعتذار للهامة الجنوبية الشامخة اللواء الركن / جعفر محمد سعد محافظ محافظ عدن لما حدث في مبنى المحافظة و تؤكد المقاومة بالوقوف والدعم الكامل للأخ / المحافظ في تعزيز الامن والاستقرار وتحريك عجلة التنمية والبدء في الدمج للمؤسسات العسكرية و المدنية والامنية .

وما عرفناه الا ابا للمقاومة ولمسناه على الواقع من خلال الخطوات العملية .

والمقاومة ستكون الى جانبه صفاً واحداً وتحيي صموده في الحرب الظالمة ووقوفه الى جانب ابطال المقاومة وكذلك في اعادة تطبيع الاوضاع في المحافظة وتوفير الخدمات للمواطنين .
