• أوردت صحيفة وول ستريت جورنال الأميركية نقلا عن مصادر أن مسلحي تنظيم الدولة الإسلامية يستخدمون سد الطبقة أضخم سدود المياه في سوريا مخبأ لأهم سجنائهم وملاذا لكبار قادتهم وترسانة أسلحتهم اعتقادا منهم بأن الولايات المتحدة لن تجرؤ على قصفه مخافة إحداث طوفان هائل، وأوضحت الصحيفة نقلا عن أرييل أهرام -وهو أستاذ مساعد في معهد فيرجينيا الفني والذي زار سدودا في الشرق الأوسط- أن السد إذا ما دُمّر فإن مياهه ستغمر أجزاء من العراق مما يعني قطع إمدادات الكهرباء عن شرق سوريا بأكمله، وسيتسبب ذلك بكارثة بيئية للعراق وبنكبة إنسانية لسوريا، ويبعد سد طبقة مسافة 25 ميلا (40 كلم) إلى الغرب من مدينة الرقة، مقر قيادة تنظيم الدولة الإسلامية في سوريا حيث ظل تحت سيطرته منذ العام 2013، ويتحكم السد، الذي بُني بمساعدة روسية في سبعينيات القرن الماضي، في تدفق مياه نهر الفرات صوب الجنوب الشرقي لسوريا وشمالي العراق، وتقع خلف السد بحيرة الأسد التي يبلغ طولها 50 ميلا (80 كلم)، وهي أكبر مستودع مائي في سوريا، وقال أهرام إن مسلحي التنظيم يحتفظون في السد بمعتقلين على قدر من الأهمية، ولا سيما أولئك الذين يريدون إخفاءهم عن أعين الولايات المتحدة والحكومات الأخرى، إذ يعتبرون أنه من العسير على أجهزة المخابرات الأجنبية معرفة هويات المعتقلين هناك، ونسبت الصحيفة إلى ثلاثة مصادر لم تُسمها أن المسؤولين الأميركيين على دراية بعمليات التنظيم في سد طبقة، وينتابهم قلق بشأن صون تلك المنشأة واستخدامها مركزا للعمليات، ويخشى بعض المحللين المعنيين بشؤون الشرق الأوسط ومسؤولون أميركيون من أن تنظيم الدولة قد يعمد إلى تفجير السد إذا شعر بأن قبضته هناك تتآكل، وقال مسؤول أميركي إن التنظيم وضع بعض كبار قادته في سد الموصل بالعراق على نهر دجلة قبل أن تسترده منه القوات العراقية والكردية في أغسطس/آب 2014، وحسب مسؤولين أميركيين فإن استرداد سد طبقة من تنظيم الدولة ينطوي على قدر من التحدي أكبر مما حدث في الموصل لسبب أساسي هو أنه لا توجد قوات برية للتحالف في سوريا لكي تقود عملية من ذلك القبيل هناك.

• في صحيفة العربي الجديد نقرأ مقالا لغازي دحمان بعنوان "الاتفاق الروسي- السوري، انحطاط أم انتقام؟"، اعتبر فيه أن نص الاتفاق بين روسيا ونظام الأسد أثبت أن الثورة السورية أسقطت هذا النظام، منذ سنتها الأولى، وأن كل المراحل التالية كانت مجرد تنويعاتٍ على الهزيمة، مبرزا أنه وبعد تأكد نظام الأسد من أن حكم سورية آيل للثوار الذين تصدّوا له، كان لا بد من الذهاب بعيداً في تعقيد المشكلة، واللجوء إلى الخيار الروسي، نوعاً من الانتقام الأبدي من سورية وشعبها الثائر على حكم آل الأسد، ورأى الكاتب أن نص الاتفاق الذي سربته روسيا لتثبت ملكيتها سورية، يكشف عن أحد احتمالين خطيرين: أن الطاقم الدبلوماسي السوري لا يفهم أن السياسة الخارجية هي القوة الناعمة للدول في العصر الحديث، ومهمتها تحقيق مصالح الدولة والحفاظ على سيادتها، عبر التفاوض والوسائل الدبلوماسية عموماً، وهذا يحتم عليها العمل باحترافية ومهارة، أو أن المجال الدبلوماسي في سورية لم يكن سوى واجهة تقف خلفها أجهزة الأمن ذات الخبرات السياسية المتدنية، وخصوصاً في مجال إدارة العلاقات الدولية وتشابكاتها وتعقيداتها، وأشار الكاتب إلى أن هذا الاتفاق يحقق أمرين لمنظومة الأسد: الأول الانتقام من الشعب السوري الذي ثار عليه، والأمر الآخر هو حماية البيئة الحاضنة للأسد مستقبلاً، تحت ظل الأدوات الروسية (مطار حميميم وقاعدة طرطوس).

• أوردت صحيفة وول ستريت جورنال الأميركية نقلا عن مصادر أن مسلحي تنظيم الدولة الإسلامية يستخدمون سد الطبقة أضخم سدود المياه في سوريا مخبأ لأهم سجنائهم وملاذا لكبار قادتهم وترسانة أسلحتهم اعتقادا منهم بأن الولايات المتحدة لن تجرؤ على قصفه مخافة إحداث طوفان هائل، وأوضحت الصحيفة نقلا عن أرييل أهرام -وهو أستاذ مساعد في معهد فيرجينيا الفني والذي زار سدودا في الشرق الأوسط- أن السد إذا ما دُمّر فإن مياهه ستغمر أجزاء من العراق مما يعني قطع إمدادات الكهرباء عن شرق سوريا بأكمله، وسيتسبب ذلك بكارثة بيئية للعراق وبنكبة إنسانية لسوريا، ويبعد سد طبقة مسافة 25 ميلا (40 كلم) إلى الغرب من مدينة الرقة، مقر قيادة تنظيم الدولة الإسلامية في سوريا حيث ظل تحت سيطرته منذ العام 2013، ويتحكم السد، الذي بُني بمساعدة روسية في سبعينيات القرن الماضي، في تدفق مياه نهر الفرات صوب الجنوب الشرقي لسوريا وشمالي العراق، وتقع خلف السد بحيرة الأسد التي يبلغ طولها 50 ميلا (80 كلم)، وهي أكبر مستودع مائي في سوريا، وقال أهرام إن مسلحي التنظيم يحتفظون في السد بمعتقلين على قدر من الأهمية، ولا سيما أولئك الذين يريدون إخفاءهم عن أعين الولايات المتحدة والحكومات الأخرى، إذ يعتبرون أنه من العسير على أجهزة المخابرات الأجنبية معرفة هويات المعتقلين هناك، ونسبت الصحيفة إلى ثلاثة مصادر لم تُسمها أن المسؤولين الأميركيين على دراية بعمليات التنظيم في سد طبقة، وينتابهم قلق بشأن صون تلك المنشأة واستخدامها مركزا للعمليات، ويخشى بعض المحللين المعنيين بشؤون الشرق الأوسط ومسؤولون أميركيون من أن تنظيم الدولة قد يعمد إلى تفجير السد إذا شعر بأن قبضته هناك تتآكل، وقال مسؤول أميركي إن التنظيم وضع بعض كبار قادته في سد الموصل بالعراق على نهر دجلة قبل أن تسترده منه القوات العراقية والكردية في أغسطس/آب 2014، وحسب مسؤولين أميركيين فإن استرداد سد طبقة من تنظيم الدولة ينطوي على قدر من التحدي أكبر مما حدث في الموصل لسبب أساسي هو أنه لا توجد قوات برية للتحالف في سوريا لكي تقود عملية من ذلك القبيل هناك.
• قالت صحيفة تايمز البريطانية إن إيران باتت في موضع اتهام بحجة أنها تخصص مليارات من الدولارات، التي تجنيها من رفع العقوبات عنها تنفيذا للاتفاق النووي، في تمويل الإرهاب، وجاء في الصحيفة أن المملكة العربية السعودية أعربت عن مخاوفها من أن ثمة سباقا جديدا للتسلح ستشهده المنطقة بعدما أُميط اللثام عن أن الحرس الثوري الإيراني سيتلقى دعماً هائلاً لميزانيته، وذكرت أيضا أن قوات الحرس الثوري بمقاتليها البالغ عددهم 125 ألفاً بمثابة سدنة ما يسمى الثورة الإسلامية الإيرانية، وتضم هذه القوات فيلق القدس الذي يشرف على وكلاء إيران بالخارج مثل "حزب الله" اللبناني، وقد أدرجت حكومة طهران منضدة البرلمان مقترحات ميزانيتها للعام الجديد والتي تشمل زيادة مقدارها 15.2% في مخصصات الحرس الثوري و50% أخرى لأجهزة المخابرات، كما ستضاف 16.2% إلى ميزانية الجيش التقليدي في حال أُجيزت الميزانية العامة، وفق ما جاء بالصحيفة، ونقلت الصحيفة عن أنطوني كوردسمان، من مركز الدراسات الإستراتيجية والدولية في واشنطن، القول إن الأهداف الإقليمية للحرس الثوري لم تتغير إذ أنهم ملتزمون تماما بصون دور إيران العسكري وتوسيع نفوذها في دول الجوار مثل لبنان وسوريا والعراق، وبدعم العناصر الشيعية في دول مثل البحرين واليمن والسعودية، وقد أوضح اثنان من مسؤولي الأمن الإيرانيين بجلاء أنهما يتوقعان أن يجني الحرس الثوري وفيلق القدس فوائد من الثروة الجديدة التي هبطت على إيران.
• في صحيفة العربي الجديد نقرأ مقالا لغازي دحمان بعنوان "الاتفاق الروسي- السوري، انحطاط أم انتقام؟"، اعتبر فيه أن نص الاتفاق بين روسيا ونظام الأسد أثبت أن الثورة السورية أسقطت هذا النظام، منذ سنتها الأولى، وأن كل المراحل التالية كانت مجرد تنويعاتٍ على الهزيمة، مبرزا أنه وبعد تأكد نظام الأسد من أن حكم سورية آيل للثوار الذين تصدّوا له، كان لا بد من الذهاب بعيداً في تعقيد المشكلة، واللجوء إلى الخيار الروسي، نوعاً من الانتقام الأبدي من سورية وشعبها الثائر على حكم آل الأسد، ورأى الكاتب أن نص الاتفاق الذي سربته روسيا لتثبت ملكيتها سورية، يكشف عن أحد احتمالين خطيرين: أن الطاقم الدبلوماسي السوري لا يفهم أن السياسة الخارجية هي القوة الناعمة للدول في العصر الحديث، ومهمتها تحقيق مصالح الدولة والحفاظ على سيادتها، عبر التفاوض والوسائل الدبلوماسية عموماً، وهذا يحتم عليها العمل باحترافية ومهارة، أو أن المجال الدبلوماسي في سورية لم يكن سوى واجهة تقف خلفها أجهزة الأمن ذات الخبرات السياسية المتدنية، وخصوصاً في مجال إدارة العلاقات الدولية وتشابكاتها وتعقيداتها، وأشار الكاتب إلى أن هذا الاتفاق يحقق أمرين لمنظومة الأسد: الأول الانتقام من الشعب السوري الذي ثار عليه، والأمر الآخر هو حماية البيئة الحاضنة للأسد مستقبلاً، تحت ظل الأدوات الروسية (مطار حميميم وقاعدة طرطوس).

اعترف مجلس محافظة بغداد الحالي، اليوم الخميس، بتنامي نسب الملوثات البيئية في العاصمة بغداد وانعكاساتها المستقبلية على الصحة العامة، مؤكدا ان نسب التلوث الذي اصاب نهر دجلة فاق المحددات المسموح بها عالميا، ليعترف ضمنيا بالاهمال الحكومي المتعمد لكافة الجوانب الخدمية بالعراق... وقال رئيس لجنة العلاقات والاعلام "رعد جبار الخميسي"، في بيان نشرته وكالة اخبارية ان"مجلس محافظة بغداد حدد اهم الملوثات التي تؤثر على بيئة العاصمة والصحة العامة وفي مقدمتها مخلفات الصرف الصحي والنفايات الطبية ومخلفات المعامل ومحطات الكهرباء التي ترمى في نهر دجلة مباشرة ومن دون معالجة"... وأضاف ان "نسب التلوث في نهر دجلة فاقت المحددات المسموح بها عالمياً وصارت تدق جرس الانذار بكارثة بيئية مع وجود اكثر من مليون لتر مكعب من مخلفات الصرف الصحي ترمى الى النهر مباشرة من خطوط المجاري لعطل معظم محطات المعالجة وقدم بعضها وعملها بطاقات استيعابية متدنية"... وأشار الخميسي الى ان "نوعية مياه نهر دجلة عند مداخلها في بغداد صارت روتينية جداً بسبب تصاعد معدلات الملوثات البايولوجية والكيمائية والفيزيائية والتي تصعب منها في كثير من الاحيان اعمال التصفية والتنقية، مبينا وجود قرابة 44 نشاط وفعالية حكومية ترمي مخلفات ضارة الى نهر دجلة ولاتلتزم اداراتها بالقوانين البيئية النافذة ".

* فساد حكومي: هدر اكثر من خمسة مليارات دينار في تاهيل احدى قاعات البرلمان الحالي
اعترف مايعرف بديوان الرقابة المالية،اليوم الخميس، بهدر جهات حكومية لاكثر من خمسة مليارات دينار بذريعة ترميم وتاهيل احدى القاعات التابعة لبناية البرلمان الحالي في المنطقة الخضراء بالعاصمة بغداد... وبين التقرير الصادر عن الديوان ونشرته وكالة اخبارية إن "الكلفة التخمينية لترميم القاعة رقم (3) في مبنى البرلمان، والمقدمة من قبل المركز الوطني للاستشارات الهندسية احدى تشكيلات وزارة الاعمار والاسكان، بلغت 3 مليارات و162 مليون دينار في حين اعتمد البرلمان الكلفة التخمينية المعدة من قبل دوائره المعنية والبالغة 8 مليارات و300 مليون دينار، اي بزيادة مقدارها 5 مليارات و137 مليون دينار، والتي تشكل 162% من الكلفة التخمينية للمركز الوطني، دون استحصال الموافقات الاصولية على الكلفة الجديدة"... واشار التقرير الى "عدم قيام البرلمان بارسال نسخة من العقد الى ديوان الرقابة المالية خلال الفترة المحددة البالغة 15 يوماً من تاريخ توقيعه في (15/12/2015)، لغرض التدقيق خلافاً للتعليمات النافذة، لافتا الى ان الشركة المتعاقدة لم تقدم مايؤيد تسجيلها لدى دائرة تسجيل الشركات في وزارة التجارة خلافاً للتعليمات النافذة"... ونوه التقرير الى ان "الشركة قد اخرت تسليم موعد العمل لمدة 156 يوماً، اي نسبة 53% من مدة العقد مضافاً اليها المدد الاضافية، مؤكداً ان هذا الامر يعد خلافاً لاحكام التعليمات النافذة، وخلص التقرير الى وجود تقصير من قبل البرلمان في جميع تفاصيل العقد وطريقة تنفيذه وكذلك عدم محاسبة الشركة المتعاقد معها على مخالفتها لبنود العقد المبرم".

أعترف مصدر في مكتب مايعرف بالمفتش العام لوزارة المالية الحالية، اليوم الخميس، بصدور احكام جديدة بالسجن بحق وزير المالية الاسبق "رافع العيساوي"، وساسة كبار في الوزارة، بتهم تتعلق بفساد مالي واداري على خلفية صرف اموال بصيغة سلف الى لجنة المشتريات بقيمة أكثر من مليار دينار... وقال المصدر المذكور في بيان صدر عن مكتب المفتش ونشرته وكالة اخبارية إن "المحكمة المختصة بقضايا النزاهة أصدرت قرار حكم بالإدانة على خلفية التحقيقات الادارية الجارية في مكتب المفتش العام لوزارة المالية بالسجن لمدة سبع سنوات بحق وزير المالية الاسبق (رافع حياد العيساوي) ومدير عام الدائرة الادارية في وزارة المالية الاسبق ( ر. م.ح ) ومدير عام / مدير مكتب الوزير الاسبق (ص. ع. س) والموظف (ع. ج. م) والموظف (ص. م. ح)"... واضاف أن "الحكم صدر بخصوص مخالفات الموما اليهم الحاصلة بصرف اموال بصيغة سلف الى لجنة المشتريات في وزارة المالية بقيمة (1,849,473,292) مليار وثمانمائة وتسعة واربعون مليون واربعمائة وثلاثة وسبعون الف ومئتان واثنان وتسعون دينار".

اعترفت مصادر في وزارة التجارة الحالية، اليوم الخميس، بإن عدد قضايا الفساد المالي والاداري التي اثبت فيها تورط وزراء سابقين بلغت نحو 20 قضية، فضلا عن وجود نحو 150 قضية فساد تخص مدراء عامين وموظفين اخرين... وقالت المصادر في تصريح لمصدر صحفي إن "عدد القضايا المحالة لوزراء سابقين والتي تتعلق بتهم فساد اداري ومالي بلغت 18 قضية، لافتة الى أنه تم كذلك احالة 29 قضية فساد اداري ومالي تخص مدراء عامين خلال عام 2015"... وأضافت المصادر التي فضلت عدم ذكر اسمها أن "عدد القضايا المحالة للقضاء والنزاهة 169 قضية تتعلق بتهم فساد في الوزارة خلال عام 2015، مشيرة الى أن 327 الف متوفي لم تحذف اسمائهم من قوائم البطاقة التموينية".

اقدمت ميليشيات حكومية طائفية على اغتيال مدني باطلاق النار عليه، فيما قامت بكسر ونهب اربع محالات تجارية شمال مدينة البصرة بجنوب العراق، اليوم الخميس... وقال مصدر مطلع نقلا عن شهود عيان قولهم إن "مسلحين من ميليشيات متنفذة اقدموا، صباح اليوم، على سرقة اربعة محال تجارية في ناحية عز الدين سليم شمالي البصرة، مبينا أنه أنهم قاموا بقتل احد اصحاب المحال ولاذوا بالفرار"... وأضاف المصدر أن "اهالي المنطقة سارعوا الى نقل جثة المغدور الى المستشفى سعيا منهم لانقاذ حياته الا انه فرق الحياة في طريقه اليها".
* تدخلات خارجية: صفقة تسليح امريكية جديدة بقيمة ملياري دولار
اعلنت وزارة الدفاع الامريكية، اليوم الخميس عن موافقة الحكومة الحالية في العراق على ابرام صفقة تسليح لاسلحة امريكية جديدة الى العراق بقيمة ملياري دولار، يرافقها اكثر من 400 من جنود الاحتلال الامريكي وذلك في اطار تواصل التدخلات الخارجية والهيمنة الامريكية واعادة الاحتلال الى العراق... وقالت وزارة الدفاع الأميركية في بيان صدر عنها ونشرته وكالة اخبارية إن " الحكومة الامريكية وافقت على بيع العراق قنابل ذكية وصواريخ "إيه آي إم" وذخائر أخرى يحتاجها للحفاظ على القدرات القتالية لأسطوله، المكون من 36 مقاتلة "إف - 16" في صفقة تصل قيمتها الى مليار و95 مليون دولار"... من جهتها، قالت وكالة التعاون الأمني إنها "أخطرت الكونغرس بالصفقة المقترح بيعها الى العراق، مؤكدة أن الصفقة المقترحة التي تتضمن أيضاً دعماً فنياً وعمليات بالقواعد وأعمال صيانة وقوة عاملة ستتطلب إقامة نحو 400 من العاملين الأميركيين في العراق حتى عام 2020".

اعترف النائب عن مايعرف باتحاد القوى "محمد الكربولي"، اليوم الخميس، بوجود عمليات تطهير طائفي منظمة من قبل القوات الحكومية المشتركة وميليشياتها، تطال ابناء مناطق شمال محافظة بابل، مؤكدا مناشدة المواطنين للمنظمات الدولية والحقوقية لاعادتهم الى مناطقهم بعد تهجيرهم منها... وقال الكربولي، في تصريح تناقلته وكالات الانباء المحلية إن "أبناء المكون السني في بابل، ومركزها مدينة الحلة، تعرضوا خلال السنتين الماضيتين، لعملية تطهير طائفي تتمثل بالقتل والخطف والاعتقال التعسفي والتعذيب لا تقل بشاعة وإجراماً عما حدث في محافظة ديالى، مشيراً إلى أن الآلاف من أبناء ذلك المكون في المحافظة، قتلوا أو اختطفوا حيث، تم خطف 700 شخص من عشيرة الجنابيين فقط، ما يزال مصيرهم مجهولاً"... وأضاف أن "هناك محاولات لإجراء تغيير سكاني (ديموغرافي) في شمال المحافظة، وفي ناحية جرف الصخر تحديداً، التي كان يسكنها أكثر من 80 ألف مواطن، ومضى أكثر من عام وثلاثة أشهر على هدوء الاوضاع فيها، ولم يتم إرجاع اَهلها 80 أو تفجير أكثر من سبعين بالمئة من بناها التحتية والبساتين والمنازل الموجودة فيها، وتحديدا مناطق العبدويس والحجير والفارسية، مؤكدا مطالبة المواطنين هناك من مبعوث الأمم المتحدة في العراق، "يان كوبيش" بضرورة زيارة الناحية للاطلاع على حجم التدمير والخراب الذي لحق بها، والسعي لإعادة النازحين إليها لعدم وجود مبرر لعدم إرجاعهم إلى مساكنهم خاصة أن الناحية تقع بين عامرية الفلوجة وقضاء المسيب ".

اكد مركز جنيف الدولي للعدالة، في تقريره الصادر حول الجرائم المنظمة التي ارتكبتها الميليشيات الحكومية الطائفية في قضاء المقدادية بمحافظة ديالى والتي طالت المواطنين والمساجد، اكد انها كانت بدعم من رئيس الوزراء الحالي وبتوجيهه،من اجل تنفيذ مخطط التطهير العرقي والطائفي في القضاء المذكور... وبين المركز في تقريره "انه في ظل الاهتمام المتصاعد بفصول هذه الجريمة تتآمر اطراف السلطة في العراق من اجل التقليل من شأن ما حدث وتصويره للرأي العام على انه حادث منفرد لعصابة خارجة عن القانون، ثم لا تنس السلطة ان تضع ايضاً يافطة داعش امعاناً منها في خلط الأوراق وابعاد التهمة عن ميليشيات الحشد الشعبي المجرمة وقادتها الفعليين "هادي العامري وأبو مهدي المهندس وقيس الخزعلي"... واضاف التقرير "ان الخطوة القانونيّة الصحيحة التي كان يجب ان يتخذها رئيس الوزراء هو ان يبدأ أولا بتقديم هؤلاء الثلاثة، الذين قتلوا وهجروا أبناء محافظة ديالى، الى القضاء، كان المتوقع منه ان يحيل ويحاسب قائد الشرطة لفشله في حماية المواطنين لا ليرقيه بسبب تواطؤه مع الميليشيات في قتلهم وتهجيرهم، مؤكدا ايضا انه كان من المفروض محاسبة كل القادة العسكريين والأمنيين الذي دعوا هذه الجرائم تمرّ على مسمع ومرأى منهم، متواطئين بذلك مع منفذيها الأصليين ان لم يكونوا مشاركين فعليين فيها".

اعترفت لجنة مايعرف بالاقتصاد والاستثمار البرلمانية، اليوم الخميس، بتوقف الالاف من المشاريع في محافظات العراق كافة عن اكما تنفيذها، بسبب العجز المالي الكبير والافلاس الذي تواجهه الحكومة الحالية... وقال نائب رئيس اللجنة "علي المرشدي"، في مؤتمر صحفي وتابعته وكالة اخبارية إن "نسبة انجاز اغلب المشاريع في المحافظات متدنية جدا، بسبب الازمة المالية الخانقة التي تعصف بالعراق"... وطالب المرشدي بـ "ضرورة أن يتحرك الوزراء على المشاريع بانفسهم، ويكونوا هم المسؤول الأول عن تنفيذ المشاريع، لافتا الى ان هناك ما يفوق الاف المشاريع متوقفة وهذا سيتسبب بأزمة اقتصادية كبيرة".

اعترف مجلس محافظة بغداد الحالي، اليوم الخميس، بتنامي نسب الملوثات البيئية في العاصمة بغداد وانعكاساتها المستقبلية على الصحة العامة، مؤكدا ان نسب التلوث الذي اصاب نهر دجلة فاق المحددات المسموح بها عالميا، ليعترف ضمنيا بالاهمال الحكومي المتعمد لكافة الجوانب الخدمية بالعراق... وقال رئيس لجنة العلاقات والاعلام "رعد جبار الخميسي"، في بيان نشرته وكالة اخبارية ان"مجلس محافظة بغداد حدد اهم الملوثات التي تؤثر على بيئة العاصمة والصحة العامة وفي مقدمتها مخلفات الصرف الصحي والنفايات الطبية ومخلفات المعامل ومحطات الكهرباء التي ترمى في نهر دجلة مباشرة ومن دون معالجة"... وأضاف ان "نسب التلوث في نهر دجلة فاقت المحددات المسموح بها عالمياً وصارت تدق جرس الانذار بكارثة بيئية مع وجود اكثر من مليون لتر مكعب من مخلفات الصرف الصحي ترمى الى النهر مباشرة من خطوط المجاري لعطل معظم محطات المعالجة وقدم بعضها وعملها بطاقات استيعابية متدنية"... وأشار الخميسي الى ان "نوعية مياه نهر دجلة عند مداخلها في بغداد صارت روتينية جداً بسبب تصاعد معدلات الملوثات البايولوجية والكيمائية والفيزيائية والتي تصعب منها في كثير من الاحيان اعمال التصفية والتنقية، مبينا وجود قرابة 44 نشاط وفعالية حكومية ترمي مخلفات ضارة الى نهر دجلة ولاتلتزم اداراتها بالقوانين البيئية النافذة ".

اعترف مايعرف بديوان الرقابة المالية،اليوم الخميس، بهدر جهات حكومية لاكثر من خمسة مليارات دينار بذريعة ترميم وتاهيل احدى القاعات التابعة لبناية البرلمان الحالي في المنطقة الخضراء بالعاصمة بغداد... وبين التقرير الصادر عن الديوان ونشرته وكالة اخبارية إن "الكلفة التخمينية لترميم القاعة رقم (3) في مبنى البرلمان، والمقدمة من قبل المركز الوطني للاستشارات الهندسية احدى تشكيلات وزارة الاعمار والاسكان، بلغت 3 مليارات و162 مليون دينار في حين اعتمد البرلمان الكلفة التخمينية المعدة من قبل دوائره المعنية والبالغة 8 مليارات و300 مليون دينار، اي بزيادة مقدارها 5 مليارات و137 مليون دينار، والتي تشكل 162% من الكلفة التخمينية للمركز الوطني، دون استحصال الموافقات الاصولية على الكلفة الجديدة"... واشار التقرير الى "عدم قيام البرلمان بارسال نسخة من العقد الى ديوان الرقابة المالية خلال الفترة المحددة البالغة 15 يوماً من تاريخ توقيعه في (15/12/2015)، لغرض التدقيق خلافاً للتعليمات النافذة، لافتا الى ان الشركة المتعاقدة لم تقدم مايؤيد تسجيلها لدى دائرة تسجيل الشركات في وزارة التجارة خلافاً للتعليمات النافذة"... ونوه التقرير الى ان "الشركة قد اخرت تسليم موعد العمل لمدة 156 يوماً، اي نسبة 53% من مدة العقد مضافاً اليها المدد الاضافية، مؤكداً ان هذا الامر يعد خلافاً لاحكام التعليمات النافذة، وخلص التقرير الى وجود تقصير من قبل البرلمان في جميع تفاصيل العقد وطريقة تنفيذه وكذلك عدم محاسبة الشركة المتعاقد معها على مخالفتها لبنود العقد المبرم".

قتل وأصيب 8مدنيين صباح اليوم ، إثر انفار عبوة ناسفة في سوق شعبي، بمحافظة إب، وسط اليمن.
وقالت مصادر محلية لـ"التغيير " إن عبوة ناسفة انفجرت في أحد أسواق مديرية "حبيش" شمال غرب المدينة إب، أثناء ازدحام الباعة والمشتريين.
وأشارت إلى أن الانفجار اسفر عن مقتل 4 مدنيين وإصابة 4 آخرين.
هذا ولم يعرف من يقف وراء الانفجار.
